You can definitely see stuff by walking around on your own, but I think it does pay to take a tour.
To go on your own you should definitely do some research before hand and plan your day out. The tours will see a wider variety of areas, they know the nicest locations, and they have a guide who can teach you about the area.
I went on a day tour when I was in Mexico, a basic city tour, and we visited the Malecón, and a church. We stopped at a restaurant in a little village for lunch, and then visited a tequila distillery. The tour bus drove us all over the place and the tour guide just spewed little tidbits of information and jokes. It was quite a bit of fun, but we could also rely on the fact that the restaurant was nice, and clean.
